    "content": "Mr. Speaker, Sir, the Government has the option of buying new vehicles or leasing from the already existing companies. That is what I have stated. At this stage, we are merely evaluating and we have not received any actual proposals from the bidders. Only when we have received those bids would we be able to demonstrate that we have a better offer than the other. But it is, indeed, an acknowledged fact that leasing is a better form of transport - especially for the Government - than owning the vehicles."
