    "content": "First, I want to thank you for allowing us to recall the House on this serious national matter that concerns our sportsmen and sportswomen. The procedure of the House does not allow us to consider a matter which has been considered within the last six months. However, the same Standing Orders allow us to exempt some Motions. Without pre-empting the debate on Order No.12, the Chairman of the Departmental Committee on Labour and Social Welfare can confirm to the House that the shortcomings and the lacunas that have been identified in the Anti- Doping Act, 2016 are not attributed to Parliament. I am on HANSARD asking Members when we were at the Committee of the whole House not to introduce any amendments. I thank the House that no amendments were introduced by Members of the National Assembly and the same went to the Members of the Senate. As a matter of fact, the shortcoming may have been occasioned by the rush of this Bill at the drafting stage at the Attorney-General’s Office and probably the amendments sent by the Ministry of Sports, Culture and the Arts to the House, while translating and domesticating the World Anti-Doping Agency policies into legal language in order to be compatible with our case.
