"content": "I am sure challenges were faced by the Attorney-General’s Office and the Ministry of Sports, Culture and the Arts. I want to thank all the Members across the political divide for ensuring that Parliament plays its part in conforming with the WADA requirements to ensure that our sportsmen and sportswomen continue flying our flag high across the borders. As Members are aware, the Anti- Doping (Amendment) Bill, 2016 was passed in this House on 19th April, 2016, and it was assented to by the President on 22nd April, 2016 after going through the Senate. The purpose of this Bill was to make sure that we comply with the WADA requirements. The purpose of this Procedural Motion is to allow this House to consider all the stages of this Bill today. The objective of this Bill is to make the provisions in the amendment to align the Anti-Doping Act, 2016 with the UNESCO Convention Against Doping in Sports as a policy. This Motion will also exempt the Anti-Doping (Amendment) Bill, 2016 from being committed to the relevant Committee as provided for under the Standing Orders. This is because we already considered Anti-Doping Act, 2016 one month ago and we are now time constrained. It is just a small procedure to make sure that as we align these amendments with the Anti- Doping Act that we passed on 19th April, 2016, we still want to do the amendments through the laid down procedures of the House. This Procedural Motion is giving us an avenue to deal with the referral to Committee and the six-month period that this Bill must come back to the House. It is just a procedure to make sure that we do not violate our own Standing Orders. I beg to second and ask Hon. Katoo, the Majority Whip, to second."
