    "content": "Clause 12 of the Bill seeks to provide that the reports of the activities of the Anti-Doping Agency shall be published and made public and a copy provided to the World Anti-Doping Agency. That was not there before. They are saying, under Clause 12, that we must provide the reports of the activities of the agency based in Kenya to the World Anti-Doping Agency. It must be published. That is in line with our Constitution that a person must be heard before he is judged. Information must be public for people to know what crime an athlete has committed."
