    "content": "Now therefore, in accordance with the provisions of Articles 110(4) of the Constitution and Standing Order 142 of the National Assembly, I hereby refer the said Bill to the Senate for consideration\". Hon. Senators, as you may recall, on Thursday, 21st April, 2016, this House debated and passed the Anti-Doping Bill (National Assembly Bill No.6 of 2016) without amendments. The Bill was subsequently assented to within the deadline as set by the World Anti-Doping Agency (WADA). However, the WADA later indicated, to the Government of Kenya, the need to align various provisions of the Act with the UNESCO Convention Against Anti-Doping in Sports. This is what this Bill is addressing. Hon. Senators, Standing Order No.148 requires that a Bill which originates in the National Assembly be proceeded with by the Senate in the same manner as a Bill introduced in the Senate by way of First Reading in accordance with Standing Order No.129. Owing to the urgency to have the Anti-Doping Act amended to conform to the requirements of the UNESCO Convention Against Anti-Doping in Sports, and by leave of the Senate, I have directed that the Anti-Doping Bill (National Assembly Bill No. 6 of 2016) be considered today as indicated in the Supplementary Order Paper. I also direct that upon the Bill being read a First Time, the Standing Committee on Labour and Social Welfare urgently engages stakeholders on the Bill and files a report today before the commencement of consideration of the Bill at Committee of the Whole.
