    "content": "On a point of order, Mr. Deputy Speaker, Sir. I have an issue with the Anti-Doping Bill (National Assembly Bill No. 6 of 2016). I recall that last time; we hurried and beat the deadline at the expense of proper scrutiny. I believe that if the Senate had scrutinized the Bill, we would not have had the problems that we did. Is it in order for us to take one hour on the Bill and assume that stakeholders have been consulted and that public participation has taken place? A day or two would have sufficed."
