    "content": " Mr. Speaker, Sir, allow me to ride on that question by the distinguished Senator for West Pokot although some of the issues he is asking are in the law. The Chairperson should also inform the House where the Equalization Fund for the first, second and third year is. Is this Fund administered after allocation by the Commission of Revenue Allocation (CRA) through Parliament, particularly this House, or is it a discretionary fund to be dished out benevolently by the Executive? They say, “I have an announcement that the Equalization Fund is available to do projects here and there.” I do not need to go into the details. I am sure the Chairperson has heard this as well. Where is the money?"
