Temporary Deputy Chairman, we wish to reject the Senate amendment to this clause because it creates ambiguity as to where the chairperson of the development agency should be appointed from. The amendment states that the chairperson will be appointed from the respective county. For instance, the Coast Water Board will appoint a person from Mombasa County and not from the entire basin. We want to improve it. We are not refusing that the chairperson should come from the counties in that basin, but not the county where the headquarters is based."
