    "content": "We are rejecting this amendment to allow us negotiate for a better proposal. We are not rejecting that the chairperson should come from counties covering that area. With this amendment, if the water board is based in Kakamega County and covering Bungoma and Busia counties, it can be interpreted that the chairperson should only come from Kakamega County. We are going to negotiate with the Senators that the chairperson should come from any of the counties of the entire basin. If we do not reject it, we cannot mediate on it. The best way is to reject the Senate amendment for purposes of improving the law."
