    "content": "Thank you, Hon. Temporary Deputy Chairman. I was waiting to contribute to this clause. I support the position of the Committee. I propose that we reject this proposal by the Senate. This is a proposal that comes from somebody within Nairobi who does not understand how water is provided in most of the counties where we have hundreds of water service providers. It will not be possible to consolidate all water service providers. I doubt that there is any single county that can create one company to provide water in it. It is completely wrong. I oppose the amendment."
