    "content": "This House seeks to give the Government an approval to give guarantee to the port, but my concern is how the public debt is. Are we able to service it comfortably? The answer is no. There has been public outcry that the public debt keeps going up day in, day out. Despite the interest rate that they are giving us, I feel that the issue of giving guarantee by the Government should not take place now. I disagree with my colleagues who have said that the Government is merely guaranteeing. If KPA is not able to service the loan, it means that the Government will look for money to repay the loan. Allow me to oppose because it is not a priority. This is a future need. We must look at the effects of the diversion of goods to the Port of Dar es Salaam in terms of the consequences this has on KPA."
