    "content": "Thank you, Hon. Temporary Deputy Speaker. From the outset, I oppose the Motion. Despite the fact that a second terminal would be beneficial to the country, it would only be beneficial after a very long time. The current container terminal has not been used to its full capacity. If the reason for constructing a Second Container Terminal Phase II is not out of necessity, then we do not have to construct it as if it is a matter of priority.
