Standing Order No. 90 (3) states:- “It shall be out of order for one to use offensive or insulting language whether in respect of Senators or other persons”. Would you help the House to interpret the Standing Order No.90 (3) because even a thief out there would find it offensive to be called one in the House? Even someone who is convicted by the courts as a thief will still find the word “thief” to be offensive. Is it in order to use that term in this House, or we request Sen. (Dr.) Khalwale to use a better term or phrase to refer to Issack Hassan. I would understand what Sen. Khalwale was driving at---"
