    "content": "Mr. Speaker, Sir, whereas there is a lot of interest in the suggestion by the Chairman of the Committee on Finance, Commerce and Budget, I may have a different opinion unless we consider changing the very Constitution that has given us a lot of trouble. If you look at the Constitution, Article 109(5), Article 114(1) and (3) tell us how a money Bill should be handled and the definition of the same. I think we would be overstretching ourselves and being a little bit unwise to begin wanting to fit ourselves into the functions of the National Assembly. Unless this Constitution is changed, this prayer may not be appropriate for this House."
