    "content": "Let me point out one or two areas where I think this Bill needs to be strengthened. This is quite a straightforward Bill. Article 71 of the Constitution requires Parliament to come up with a similar Bill to define the transactions that are subject to ratification by Parliament. The good thing is that the Constitution talks about Parliament and not the National Assembly. So, there will be no ambiguity. The same way today the Budget is being read in the National Assembly instead of Parliament, at least in this particular case, the Constitution is very clear."
