    "content": "The budget ceilings for recurrent ceilings for expenditure for county governments for the recurrent financial year 2016/17 shall be expenditure. as set out in the Fourth Schedule. Mr. Temporary Chairman, Sir, this is merely bringing in the Budget ceilings for the county government between the County Assembly and the County Executive. Everything, including the figures, is there. We are bringing in the amendment as New Clause 5A."
