I do not wish to interrupt the Minister, but I was thinking that because this is just one of the many constitutional Bills that will go through the hands of the CIC, it would be useful for the Chair to give a firm position, so that the CIC is guided in understanding what happens when they are arm-twisted to have a Bill that is contrary to their expectations. It would be important that this House guides the CIC."
