    "content": "Mr. Speaker, Sir, I did not respond to non-issues. While I was responding, Sen. Wetangula said that; “do not cheat on their behalf”. That is why I responded by saying I am not cheating. I have given figures and I said figures do not cheat. All I said is that from 1,794 megawatts to 2,361 megawatts, there has been some growth in that sector. It is not adequate and that is why I have said we need to accelerate that growth so that by 2017, the 5,000 megawatts they promised is delivered to the Kenyan consumer."
