    "content": "Mr. Speaker, Sir, I thank the Petitioners from Bungoma County for bringing up an issue which is rampant in this country. As my colleagues have said, it seems like the governors are having a field day because the other systems are not working. For example, the Ethics and Anti-Corruption Commission (EACC) has many cases and Kenyans have reported the vices but nothing is being done. Also the Office of the Director of Public Prosecution is also not doing anything to that effect. We need to go beyond addressing petitions and come up with practical ways of curbing this run away malpractice at the counties."
