    "content": "Mr. Speaker, Sir, by the time a member of the public decides to write to the Senate, a lot of work has been done and a lot of frustration has occurred. At the county level, there are all arms of Government which can handle these situations but the last resort is the Senate. It looks like the multiplicity of institutions dealing with theft or corruption has not helped this country. It looks like it was even better when there was only one institution called the police to deal with such situations.
