Mutula Kilonzo Jnr. emphasized as he was seconding this Bill. The involvement of county governments will be critical. Therefore, it is important to think about the strategy for engagement of those counties. If it is a strategy across capacity building, let it begin in advance. This is what the Ministry should think about. If it is capacity in terms of coming up with the right legislation and laws, it becomes critical.
