    "content": "Mr. Speaker, Sir, the Kshs3.5 billion was disbursed by Treasury to the Ministry of Agriculture. Immediately we sold the fertilizers, the money was remitted back to Treasury. From August 2010, the Ministry of Agriculture has been requesting Treasury to release the money to us so that we can plan for the current long rains. However, the Ministry of Agriculture is still negotiating with Treasury so that they can release the money. I want to say in this House that as at now, we have not received the money, but negotiations are still going on."
