"content": "Hon. Speaker, I beg to move that the Kenya Roads Bill, 2015 be read the Second Time. The proposed Kenya Roads Bill gives effect to the provisions of the Fourth Schedule of the Constitution in relation to the roads sub-sector. It assigns different respective functions to the two levels of Government. That part of the roads function is with the county governments and another major part is with the national Government. In particular, Paragraph 18(b) and (c) of Part 1 of the Fourth Schedule provides that the national Government shall be responsible:- “18(b) the construction and operation of national trunk roads; (c) standards for the construction and maintenance of other roads by the counties.”"
