"content": "As currently constituted, we have the Kenya Urban Roads Authority (KURA), the Kenya Rural Roads Authority (KeRRA) and the Kenya National Highways Authority (KeNHA). When the 11th Parliament came into force and devolved systems of government were created, there was a lot of talk that KURA and KeNHA would be scrapped. Scrapping can only be through legislation because KURA and KeRRA were constituted and are creatures of an Act of Parliament. So, for one to say they do not exist, they will be contravening the same Act that formed it. We must deal with the assets and liabilities."
