As I conclude I would like to state that in as much as the Bill in its current form is fairly good and addresses the central issues in road construction and critical issues in the management of road network and the road sub-sector, it falls short in certain areas. My Committee will be proposing a raft of amendments at the Committee stage of the Bill to address those deficiencies. In fact, our Report is already before the House and you will see it. With those few remarks, I beg to second. This Bill is urgent. I know it will go to the Senate, but it is important that we rush it because as it is today, we are almost operating without a law."
