    "content": "This Bill clearly assigns the responsibilities between national and county governments in the development, maintenance and management of our roads. The fact that it allows for the national Government to be responsible for developing standards for building, development, maintenance and management of our roads is important because if we were to devolve the aspect of development of standards, then the confusion we have had in the past will again start to rear its head in the way we build our roads."
