    "content": "I rise as the Vice Chairman of the Departmental Committee on Education, Research and Technology. As part of trying to make this country equal and to ensure that we have equal access to education, knowing very well that we have newfound resources like oil in Turkana, we are going to ensure that that region is developed fast with the new university. I support and wish that, that amount of money is found and the university is established as fast as possible to develop the much needed human capital."
