    "content": "At the moment the proposal by the National Treasury (NT) reduces the allocation of NGCDF by one billion shillings. I call upon my colleagues to support this amendment. I have discussed with the Chairman of the Budget and Appropriations Committee and the CS, Treasury and I have thoroughly lobbied these Members to allow this amendment so that we have the same allocation of NGCDF as this year’s allocation. I beg Members to support and I thank you. I call upon Hon. Nanok who is a major beneficiary of NGCDF which really favours Turkana to second."
