    "content": "Hon. Temporary Deputy Speaker, the other day I was discussing with my friends about how we look at people with disabilities, instabilities and orphans. Those are areas where we are supposed to concentrate a lot of money. This country should provide free education to people with disabilities and orphans up to the university level. This country should allocate money to those areas so that they can also access education like other Kenyans. When you look at how money is allocated, it is not proper. We put so much money in Defence, which we do not know how they use it. They will only say “we spend Kshs90 billion every year”. When you ask them on what, they will tell you they have been purchasing this and that. I would rather we spend a lot of money on the police. This is where we have seen some activity. We need to give policemen good salaries."
