    "content": "Thank you, Hon. Temporary Deputy Speaker. I want to start by thanking Hon. Wamunyinyi for bringing this Bill. It is long overdue. I want to indicate here that this amendment Bill has been frustrated by committees of this House because it was supposed to be here in 2013 and again in 2014. He has made several attempts to bring it to the Floor of the House and it failed, especially at the Budget Committee stage. We thank God because it is finally here with us."
