    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute. At the outset, I would like to congratulate my brother, Hon. Wafula Wamunyinyi, for bringing this progressive Bill. The agriculture sector is the mainstay of the Kenyan economy. The sugar industry is a major contributor to this country’s economy. Therefore, we need to look at how we can revive the sugar industry. The situation in the sugar industry is extremely worrying. Since 2002, we have been requesting for COMESA safeguards to put in place the minimum reforms so that the industry can thrive and remain competitive. The key thing here is competitiveness in the region. The industry in this country cannot be compared to our competitors in the region. We are comparing very badly with Malawi, Zimbabwe, Egypt and Mauritius. The main thing that we need to address is how to make the sector competitive.
