    "content": "Mr. Speaker, Sir, today is a very exciting day for me. This is the first time that the County Government of Kakamega has set its foot in this House. Allow me to congratulate them and more importantly, the Clerk in charge of Finance because they did an excellent job on the Budget Oversight Review Paper which confirmed that Kshs1.6 billion had been misappropriated by the County Government of Kakamega in the year 2013/2014. Congratulations and may they be trained very well because the second generation of governors on 8th August, 2017 want to get an efficient county assembly, whose backbone is the clerks."
