If we are not careful, county governments will think that they are the ones to manage this. This could lead to many conflicts. We must read this Bill and make sure that it takes into consideration the fact that Kenya has a principle that anyone can live anywhere in the country. I hope that none of our brothers and sisters will be evicted from anywhere in this country. Let them do farming, conservation and take care of the cultural and heritage sites. Let us do urban development as it is. Clause15 (1) is on administration and management of community land. It states:- “Functions and powers of land management committee are that a registered community shall have a community assembly, which shall consist of all members of the community.” The word ‘community’ means both men and women. For a long time women have been victimized and discriminated against on issues of community land. This Bill will ensure that both men and women are beneficiaries of community land. If a woman is a widow, her land should be protected because she is part of that community."
