(Dr.) Khalwale might not be aware that the expansion of courts is actually a programme that is being done through the World Bank. The system of ensuring that we have 47 high courts in 47 counties is through the work of Chief Justice Mutunga and I give credit to him. There are issues about the determination of one of the most important jurisdictions of the Supreme Court in terms of the Presidential Petition. Kenyans are asking those questions that Sen. (Dr.) Khalwale is asking; that in the Presidential Petition, the Supreme Court left this country with more questions than answers. I am very specific.
