(Dr.) Machage): I will refer you to Standing Order No.92 (2) which says:- “A matter shall be considered sub judice when it refers to active criminal or civil proceedings and the discussion of such matter is likely to prejudice its fair determination” The decision whether such a matter is sub judice lies on me as a Speaker. That is Standing Order No.92 (5). It says:- “Notwithstanding this Standing Order, the Speaker may allow reference to any matter before the Senate or a Committee.” This is my decision. Sen (Dr.) Khalwale, continue."
