    "content": "Hon. Deputy Speaker, I totally agree with Hon. Gumbo. But Garissa is not an area prone to cattle rustling. The only two communities among the pastoralists that do not engage any more in cattle rustling are the Maasais and the Somalis because we have realised that we have better things to do including increasing our numbers in Parliament and to be part of the Government."
