    "content": "Thank you, Hon. Deputy Speaker. I am happy that I am speaking after Hon. Kangogo Bowen because those are the people who feel the effect of cattle rusting. My opinion is that the practice of cattle rustling is a criminal offence and it should be treated in that particular manner. There is no way you can glorify a criminal offence. I respect very much the Motion by Hon. Cheptumo, who is my Committee Chair. The things he is raising in this particular Motion are salient and strong. They need to be dealt with in a manner that goes past this particular Motion."
