"content": "Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute. It is a very unfortunate situation that today, we are supporting outdated and barbaric actions which are done by people who are well known within the communities. Declaring cattle rustling a national disaster means we have given in to any means of action which can be taken against those people. As much as I sympathise with the innocent women and children who have been victims, cattle rustling is a man-made phenomenon. It is not a disaster which is created by nature. The action has caused irreparable and negative socio-economic impacts, but it can be stopped with the help of the leaders. Cattle rustlers are well known people. They are not people who come from outside the country. This same action has been stopped in Karamojong in Uganda and Ethiopia, which are our neighbours. I do not see why we cannot stop cattle rustling in Kenya."
