    "content": "Hon. Temporary Deputy Speaker, I come from the North Rift where there has been cattle rustling. People have suffered in that area. Last weekend, I toured an area called “Navisua” at the border between Trans Nzoia and West Pokot. Hon. Janet Nangabo is here and she can attest to that fact. I found families whose children have not been going to school for some time. This is because there are no schools or dispensaries. Farming activities have been impaired because of that.
