"content": "Thank you, Hon. Temporary Deputy Speaker. I am a victim of cattle rustling and I come from that area. This is a serious issue. We have lost land, people and cattle. As a pastoralist, cattle is our livelihood. I want to say that people who are victims of cattle rustling should be given a chance to speak. It is very clear in the Constitution that the Government has to protect lives and property. In Laikipia North Constituency which I represent, there is a famous massacre of Kanampiu where we lost over 70 people. I also lost my brother and animals. It is very important for the Government to declare cattle rustling a national disaster and create a special fund. Why are these young men who have never gone to school having firearms? It is because there are no schools, roads and water. Again, it is important to have this fund to compensate these people. We have lost thousands of cows. We have widows and orphans who are now staying at home and cannot access anything.
