I draw the attention of this House to the fact that, first, when you talk of cattle rustling, it is criminal. Secondly, where are chiefs and assistant chiefs?” Why do we have them in the rural areas? Those are the administration officers who can pass this information to the police and the military. Thirdly, where is the Cabinet Secretary in charge of internal and external security?
