    "content": "We will stop the budget process unless the NGCDF is secured. If you go to any part of this country, you will find no development that has been undertaken with all the billions of shillings that are allocated to governors except NGCDF projects. The NGCDF has put money in most of the court infrastructure which Dr. Willy Mutunga, the outgoing Chief Justice, opened. We have a leverage point. This is the card that we will play. If there is no NGCDF, there will be no Budget! That is the card which we will take. I rest my case."
