    "content": "Hon. Members, this Order Paper was prepared yesterday. As you recall, the House rose yesterday prematurely at 4.45 p.m. So, there has been a lot of time. Hon. Members, you must take your work seriously. The fact that this Procedural Motion cannot be moved means that the business appearing as Order No.9 which was the first reading of that same Bill will also have to be stepped down. The tenant consequence is that it further delays the publication of the Appropriations Bill. We are already in the Budget cycle, and there are very many other Bills that require to be passed by the House."
