    "content": "The other issue I want to talk about is the money which has been given to compensate dispensaries and health centres for providing free health services. This money is sent quarterly to counties, but every time you visit these institutions, they have no drugs. When you ask them they say that they have not been supplied with those drugs. Basically money is there but the reimbursement system is very cumbersome that at the end of the day, the drugs get there late or when most patients have started looking for alternatives."
