    "content": "Hon. Speaker, thank you for giving me the opportunity to contribute to this Bill. As I contribute to this Bill, which is really about the vertical sharing of the monies allocated to the counties by this House, I want to say that this County Allocation Bill is very important. It gives the detailed breakdown of the monies that will go to each county. Under the Second Schedule, this Bill gives conditional allocations to county governments for national Government revenues for the Financial Year in question. Under the Third Schedule, it gives the conditional allocations to county governments from loans and grants from the development partners. The Fourth Schedule which, in my view is very important, gives the county governments budget ceilings on the recurrent expenditure for the Financial Year in question. This is important. I want to believe that the reason why this Fourth Schedule was put in this Bill is to act as a guide to tell the county governments how much they can spend on recurrent expenditure. However, it is disappointing that up to where we are, this does not seem to be happening. The intention of devolution is good. In fact, in my view, devolution was intended to make most parts of the The electronic version of the Official Hansard Report is for information purposesonly.
