Speaker, I draw your attention to the functions of the Commission on Revenue Allocation as per Article 216 (5), which says that the Commission shall submit its recommendations to the Senate, the National Assembly, the national executive, county assemblies and county executives. This means that we cannot discuss this Bill if the formula that is proposing or giving the rationale on how the money will be shared amongst the counties has not been discussed by this House. Therefore, it is very important for us to first discuss that formula in this plenary before we discuss this law. That formula is important, according to Article 216 of the Constitution. It sets out how the money is shared out amongst the counties, taking into account the fiscal, poverty and population aspects. We must look at those issues before we discuss the Bill. To the best of my knowledge – although this is subject to your confirmation – we have not discussed that formula. Therefore, this Bill is not for this House. I urge that this Motion be adjourned, pending our adherence to this constitutional provision."
