"content": "Hon. Speaker, this is the Motion on Adoption of the Report on the Budget Estimates for the Financial Year, 2016/2017. As I seek your direction on this matter, I want to refer you to the provisions of the Public Finance Management Act (PFM) Act 2012, Section 25, which talks about the reparation of the Budget Policy Statements (BPS). Sub-section (3) which says:- “In preparing the Budget Policy Statement, the National Treasury shall set out the broad strategic priorities and policy goals that will guide the national government and the county governments in preparing their budgets both for the following financial year and over the medium term”. Sub- section (4), says as follows:- “The National Treasury shall include in the Budget Policy Statement:- (a) an assessment of the current state of the economy and the financial outlook over the medium term, including macro-economic focasts. (b) the financial outlook with respect to Government Revenues, expenditures and borrowing for the next financial year and over the medium term” and seeing that this is important, “the proposed expenditure limits for the national Government including those of Parliament and the Judiciary and the indicative transfers to county governments”. Hon. Speaker, this is the bit that I have a problem with.
