The question we need to address even before we conclude this is whether it is legal to exceed expenditure limits as set out in the BPS and the subsequent Report of the Budget and Appropriations Committee. If not, what are the micro and macro-economic policy implications of exceeding expenditure limits as set out in an adopted Report of Parliament as required in the PFM Act? Finally, what then is the place of BPS in setting out broad strategic priorities and policy goals that will guide the national and county governments in preparing their budgets in both the following financial year and in the medium term?"
