    "content": "On the policy side, it is also equally important. I doubt the BPS would tie Parliament not to make any variations. The Constitution allows Parliament and we could have remade a whole Budget if we wanted to, but we need to be faithful to the underlying assumptions in the BPS on growth, for example. When they make those tentative allocations, they have made certain model based assumptions on how much expenditure in certain areas will lead to growth. If there are poverty eradication programs, for example, we should know how much expenditure and what area would attack poverty issues. So, there are policy assumptions that are impressed in it."
