    "content": "Thank you, Hon. Speaker. It is good when I hear the Leader of the Majority Party saying this money is being wasted. Let me bring the House to speed. Those of us who were in the Departmental Committee on Environment and Natural Resources would remember, because this was recently brought to the Devolution Ministry, that an arrangement was made with the Lake Basin Development Authority to build a mall. Two, the mall is already complete. The only problem is that the loan which was entered into is already due for payment. What needs to be done is to pay the contractor because there is already a loan which is due to be paid. Interest is accruing at a higher rate than the normal rates because it is already overdue.
